The General Directorate of Public Security had previously announced a ban on entry into the holy city of Mecca for residents who do not hold a special entry for the Hajj season. Travelers without permits will be turned back from entry points along the roads leading to Makkah.

The ban came into effect on the 25th of Shawwal as part of the implementation of the guidelines for holding Hajj 1444AH.

The guidelines require returning the vehicle and foreigners to where they came from unless they have an entry permit issued by the relevant authority to work at the sacred sites.

Those exempted from the ruling also include those who hold a muqeem identity card (citizen’s card) issued from Makkah or an Umrah permit or a Hajj permit.
